I have one 17'' CRT monitor as a spare .I just want to know that this monitor can use as TV without Pc . how can I ?

You can purchase a External Tv Tuner which comes with a Remote... this will cost you somewhere around $20 to $30. You dont need a PC & Speakers for this. Most of the Tv tuner got in built speakers but poor audio quality but you can add external speakers to the TV Tuner Card.
