I always felt Tom was the victim. Of course I haven't watched the strips in a long time. Jerry was the mischevious one; however more resourceful as well, but in the end neither could live without each other; didn't they actually team up sometimes, I think so.
Piyusha, I think you are wrong in that even if Tom for whatever reason was able to catch Jerry, he would find a reason to let him go as he's a good hearted cat; just playing with Jerry.
Actually neither is villian, I think they are just friends passing time:)
